The word "parameter" does not mean "limits" or "boundaries." It means "variable"--the noun, not the adjective.
Free speech, like all our freedoms, is not absolute (as the Supreme Court has instructed us, all these many years). A strong case can be made, I believe, that to promote criminal and violent behavior against innocent children should not be allowed.
