The Feds never should have been so onvolved in criminal penalties anyway. Leave it to the states, and officiate on their compliance with the US Constitution.

It has no affect on state death penalties. Who cares? Who cares?-- what about federal crimes like international terrorism? These type cases are heard in Federal Courts-- not in state courts.
