The media would certainly like her to support afformative action, so I would think that if she had said anything even remotely favorable they would loudly trumpeted ("See, even conservative Miss Harold supports it.") Even if she'd said nothing on the subject, the media would say she "doesn't oppose" it.
To me, sayins she doesn't "rail against" it is probably a way of saying that even though she opposes Affirmative Action, she was polite enough to stop explaining why it's evil when interviewers wanted to change the subject.
