You are divorced from reality if you claim only a victim can commit justifiable homicide.
CPS is run by the state. The state cannot legally punish crimes until after a guilty verdict is rendered. CPS routinely removes children (punishment) without even charges, much less conviction. That is unconstitutional, no matter how you slice it.
