This is just a guess but Israel and the United States have been developing THEL (Tactical High Energy Laser) over the past few years. It shoots down short range missiles. Last year, tests of the system went so well (it shot down everything that was thrown at it)that there was talk of early deployment. My guess is that it has been deployed. That plus the new and improved Patriot missile are probably what he is talking about.
