If Al Qaeda had these weapons, they would have used them instead of hijacking planes. Same goes for any other terrorist group that hates the US. If these weapons are actually missing and they're not in the hands of groups within the old Soviet Union's borders, then it's most likely a nation-state that has them (or several). The Chinese might have picked them up as a way of increasing their nuclear arsenal. The Chinese could use them against the US while letting terrorists or Russia take the blame (Russia because analysis after the fact would only lead to Russia). Or a number of other states might have bought them as protection against bigger neighbors.
