Perhaps if she hadn't been screwing around on her husband she might only have had 63 -- instead of 163 -- actionable violations under which conditions the "poor old folks who had to move" evidently were living.

My two cents.... She thought since she was boffing the Guvnah she wouldn't have to worry about regulations and therefore ignored them. Once she ended it and was outside of his protection, he gave the inspectors a greenlight.

She had been flaunting her connections and protection to the chargin of the inspectors who finally got even once she ended the relationship and was therefore unprotected.
Bureaucrats have long memories and will revenge themselves on someone who prevents them from doing their jobs under the mantle of political connectedness.
It has been my experience that people such as her are quick to invoke the names of their patrons when annoyed. Sounds like the bureacrats finally got a measure of revenge. Either way, two rats got caught. :) One was a Guvnah and the other was slut who was taking advantage of nursing home patients.
