One thing that has been bothering me is how they got as far as Naples if LE was really looking for them.

Was the threat given any credence before the tollgate incident?

Caught a glitch in the system in that one dispatcher in Hillsborough didn't convey the information on the BOLO and another wasn't on duty in another county. Bet it won't happen again! If nothing else, these guys provided us with an expensive test of the system.
