The funny thing is that the local government has been doing the same thing for years with respect to law writing. They have spammed the communities with new "codes" to the extent that one guy with a fax machine noting code violations can overwhelm them.

Have the city "officials" never heard of call-blocking?
I assume that they cannot deny this guy the right to fax them, just like any other citizen has the right to fax their government. Unless they charge him with harassment, they either have to accept his faxes or shut off their machines to everyone.

He does indeed have the right to do this. Some might even think it is his responsibility. After all, If his unauthorized sign had to come down because the City has codes against them, then no one should have an unauthorized sign. Right? Otherwise, why have such a code in place?
He is using the tools and rules of the city government against them. All in all its a good thing. When the folks who wrote and passed such ignorant codes did so, they thought they alone could tell everyone how to live. A Reposte is always fun to watch.
The added bonus is that he was costing the city/county a ton of money on fax, repair, maintenance, paper, and archive storage. Why is that good? Well, maybe next time the city will recomend the 'better than you' neighbors talk to him and ask if they can help him in some way rather than sicking the code inspectors on him.
Oh, they have to hold on to all documents for no less than seven years. In one place I worked (City) they had to hold on to them for ten.
