I think part of it too, is Europe is afraid of the Islamists, and this way they can benefit from us fighting them while avoiding the cost.
I should add President Bush's relevant statement at the State of the Union Address:
"…some governments will be timid in the face of terror.... Make no mistake about it: If they do not act, America will."
