Yes, I have the answer. If a person thinks they have been the victim of a crime they may chose to take the person to court and there they can go about proving before an impartial jury that they have been harmed and to what extent. The impartial jury would decide if the evidence proved that Article 1 had been violated.
I suspect you'll disapprove of impartial juries. Just let government officials decide the guilt or innocence of defendants, right?
