Something's wrong in that school district. They've left themselves open for an investigation. It's their duty to ensure that Black and Hispanic students are afforded the opportunity to participate in cheerleading. When you have an all-white committee that chooses only Caucasians, and an entrance fee for the cheerleading clinic -- that's asking for a federal investigation.
Expand the cheerleading squad immediately by adding qualified Black and Hispanic students. Make the clinic free to all students. And add minority teachers to the committee that chooses the cheerleaders. Nuff said. It's fair, just do it.
