Maybe the party that offered to pay this kids tuition could transfer that offer to some kid on a reservation. I'm sure there are Native kids on reservations that would like to go to college, ditto inner city kids and kids in woefully poor rural appalachia.(all of whom are citizens and would have to register with selective service at 18, whereas this kid wouldn't IIRC)
