This is the use of intermediaries to prevent the actual instigator of an action from being discovered, as in "Al Qaueda was used as a cutout for Saddam Hussein".
You may be correct, however, we already know who the bad guys are, and have known from a long while. To appear human, and to gain world support, they may make demands, demands that cannot be met. Like when we nuked Hiroshima, and demanded surrender, once that wasn't met, we nuked Nagasaki.
Their Hiroshima has already occured, WTC.
But again, you may be correct, as we are dealing with fanatics, beyond what the Japanese brought to the table.
