Bingo. He's just doing this because he has to in order to get the EU on line. If the UN sits on it, then tough...the US will do it. They were given their chance.
All he needs is the permanent five. This speech is for them.

The UN will NEVER completely back us...what he is doing is putting the UN on notice that it has been sitting on its' ass for years doing nothing and making the matter worse...it is the UN that is the PAPER TIGER...
