I think you can participate as an 'observer'. You have to register, I believe. Watch the process of transporting the ballots, feeding the counting machines, etc. But inspect the machines themselves? And see the source code?
Even still, observers can't be everywhere at once. Lots of error for pre-voted ballots, hacking, etc. Not to mention that it's all done by Voter News Service. A media organ.

Even as an observer you can't see inside a data cartridge or prove a vote was even recorded.
However, a freeper voter observation force for November 5 does have an appeal...
