I have not seen the toy in question; if it's typical, however, the "vibrating" function is probably strong enough to be noticeable, but not strong enough to cause any significant 'stimulation'. Unless someone who has actually tested one can attest to the strength of the vibrations, I would expect that they are there for novelty rather than sexual stimulation.
I have a funny feeling that the reviews which extolled this device's virtue as a sex toy were written by people who had not actually tested one, and that anyone who buys the thing for sexual purposes will be quite disappointed.
