First....you have to start with the judicial cleansing of the system because the Tort Claims which are reviewed by judiciary panels are written by corrupt lawyers and judges. Until you clean up and scrub out the scum that work in the judiciary, Tort claims reform become of secondary importance. You have to get with the crust of the problem before you can get to the other buried issues. Is that logical to understand?
