I have a few comments about the article:
"humankind as a mob simply isn't true" - this is a calculation that the muslims did not allow for. They were planning on wholesale panic. The fact that over 50,000 people survived that attack is nothing short of a miracle.
"ditsy idea - the proposed Homeland Security Department" - I don't agree the new department is a ditsy idea. The fact the author feels this program is just for the CONTROL of the people tells me he hasn't done his homework about Homeland Security.
Also, when he goes on about the "plan would take union and civil service protections" - you realize the author is a liberal with only one good point to make - the people didn't panic.

Agreed. I guess we just seazed upon the one good observation about lack of panic and ignored his biased swipe at the President's effort to reform the civil service code in at least this new agency.
The rats are worried that if it works in the Homeland Security agency, then there will be a public call to reform all Federal agencies - and they are right to be worried. The President is doing what a chicken Congress refuses to do - demand performance from government workers.

Ah, but telling the people to stay made sense if you didn't know that there were more hijacked planes out there. Why? Because having thousands more people trying to evacuate would slow down the first evacuation. Also, you were running the risk of debris and jumpers killing evacuees who would have been safe in their offices (if there was only one plane). Fog of war.
