Knives, crossbows and blow-pipes can be utilised as deadly weapons, by those who are so inclined, but I don't see any moves to require a licensing system for them.

We already have strict laws concerning the possession, in public places, of items that can be used as offensive weapons. But that doesn't stop people who are intent on causing trouble with them, from doing so.
