Al-Taqiyah, from the verb Ittaqu, means linguistically dodge the threat. Politically it means simulate whatever status you need in order to win the war against the enemy ... According to Al-Taqiyah, Muslims were granted the Shar'iyee right (legitimacy) to infiltrate the Dar el-Harb (war zone), infiltrate the enemy's cities and forums and plant the seeds of discord and sedition. These agents were acting on behalf of the Muslim authority at war, and therefore were not considered as lying against or denouncing the tenants of Islam.
Part of the historical origin for this Islamic trait.

A fascinating link! I see more and more similarities between Islam and Soviet Marxism. In the dar al-Islam, morality holds sway. In the dar al-Harb, all's fair. A similar division obtained in the Cold War--in the sphere ruled by Moscow, one was to be decent and upright(a fraud, but that was the public line), and in the world yet to be conquered by Moscow, one was obligated to subvert and overthrow. Islam's view of morality reminds me of Lenin's dictum: behavior is moral if it advances the revolution. It's idle if it doesn't. Finally, the obligation to deceive the uninitiated is a moral duty for both sets of ideologues.
