Conservatives, being, on the whole, a moral bunch, have chosen to recognize the fact that drugs represent a blight upon society. I don't know the particulars on FDR, but, of course in those days, before the drug culture of the Sixties lowered the morals of society, one could not come out in favor of drugs.
