I think it is likely that there would have been differing accounts presented by differing factions. For example, the bit I included above talks about the intimidation tactics which were used to discourage anyone from taking the position of a tax collector. Yet one can find
other accounts that make it sound as if the reason no one was willing to collect the taxes was because of a philosophical opposition rather than violent intimidation. What would the forum have been like? Perhaps this line from the second piece I linked to provides a clue:
Washington, Hamilton, and the Cabinet covered up the extent of the revolution because they didn't want to advertise the extent of their failure.
