Spoofs Davis' Pay to Play Policies with Parody Internet Site
SACRAMENTO - The Bill Simon for Governor campaign today debuted its lampoon web site www.e-Gray.org, which parodies Gray Davis' well known "pay to play" policies, where special interest groups, corporations and individuals are shaken down for campaign contributions in exchange for favorable government action.
"This site clearly illustrates the many instances of pay to play," said Campaign Manager Rob Lapsley. "Gray Davis is selling the state to the highest bidder, and we thought we'd have a little fun with it."
e-Gray lampoons some of the many pay to play scandals that have rocked the Davis administration recently, including:
* On February 16, 2000, the San Francisco Regional Water Quality Control Board, dominated by appointees of former Governor Wilson voted to uphold a tough limit on dioxin pollution at Tosco's Avon Refinery near Martinez. On the very next day, Tosco donated $55,500 to Gray Davis. Davis appointed a new member to the board and just a few months later, the board overturned its February decision, voting to allow Tosco to increase its release of lethal, cancer-causing dioxin by 400%. * On March 13, 2002, Davis received a $251,000 from the California Correctional Peace Officers Association - the largest single check he has received as Governor. He signed legislation on January 16, 2002, that will grant prison guards a 33.76% pay hike by 2006. He also included a proposal to close privately operated prisons, one of CCPOA's priorities, in his January 10 budget. A report by the state Auditor has indicated the new contract will cost California's taxpayers at least $518 million per year. Los Angeles Times, March 30, 2002; Sacramento Bee, July 31, 2002
* Metabolife, a maker of herbal diet pills containing ephedrine, contributed $150,000 to Davis in 2000. In September 2000, Davis vetoed legislation that would have required a more direct warning on the products, contending that such warnings are the responsibility of Congress. On August 15, 2002, the United States Justice Department announced that it had launched a criminal investigation against Metabolife. Davis made no effort to encourage federal action until after the federal investigation against the company was announced. Davis then had his health director send a letter to the US Food and Drug Administration urging that it take "swift action on this important public health issue." Los Angeles Times, August 17, 2002
* On Wednesday, August 7, 2002, the night before the state Senate gave final passage to a bill that would force binding arbitration for labor agreements on California farmers, Davis held a fundraiser at downtown Sacramento's Sutter Club with about 40 people from California's agricultural industry. Davis raised at least $184,000 from farm interests in the first 3 weeks of August 2002. Davis' press secretary, on the public payroll, indicated that the farmers opposing the legislation have given much less money than the labor unions pushing for the bill, saying "If anyone's keeping score, the contributions are about 5-1, labor over growers." * Davis has received substantial contributions from credit card companies including Citigroup, (its subsidiaries and executives donated $125,000 to Davis) and Providian Bancorp Services ($104,000 to Davis). Davis vetoed pro-consumer legislation opposed by the credit card companies that would have required credit card companies to disclose how long it would take customers to pay off their debt if they make only minimum payments. In his veto message, Davis, using language similar to the banking industry's letter opposing the bill, said he would sign legislation if it were more narrowly drawn. Los Angeles Times, July 31, 2001
* Core Partners, a Beverly Hills firm that provides everything from professional card players to card runs to run banked table games, gave Davis $55,000 in June 2000. Davis had vetoed a bill to allow card clubs to operate banked table games in 1999, but signed similar legislation after the donation from Core Partners. Los Angeles Times, July 31, 2001
* Davis collected $260,000 from the California Pipe Trade Council in 2002, including $150,000 on May 10. On May 2, the union secured a ruling from the Davis-appointed Building Standards Commission that prohibits the use of a cheaper and equally-effective type of plastic pipe for carrying water in homes until a complicated environmental review can be completed.
