What about my Constitution Rights?

What about them? If you have a trashy house in Hendersonville, NC, and five neighbors complain, and the code enforcers get a warrant they can check out your pig sty and make you clean it up.

I wish we had that ordinance in our city.

What about the 4th Amendment?

U.S. Constitution: Fourth Amendment

Fourth Amendment - Search and Seizure

The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.

But what about our Constitutional right to fill the neighborhood with rats and vermin?
