You are speaking as if finances were a problem, which they aren't. If "jihadists" wanted a private jet to crash into a building, they would just charter one, and if they wanted to do that there are plenty around now that would work fine.

In a free society, that is a situation that will remain resolved, unless you want to turn every landing strip into an armed camp.
