When we lived in Mexico (for eight years), it took us five years of much burocratic nonsense, money (bribes) and numerous documents to even arrive at "resident status".

You answerewd your own question. The process to get OUT of Mexico legally has the same corrupt bribery base. If you don't have the $$$ to bribe the official, your case ends up at the bottom of the pile or 'lost'. Most do not have the $$ to do this and spend every penny on a coyote to bring them across.
