The fat INS agents go chugging after them. After awhile the red faced and panting agents come dragging back with the ones they "caught" in tow. Turns out they all are legal.

Because they don't want to be hassled. If somebody was shaking you down everyday, eventually you'd learn to run to just to avoid a hassle. The INS is ridiculous, but I'm sure my reasons for thinking so are far different than yours.
