God doesn't prevent human actions, "he" merely provides guidance. In the end, it's still up to us to behave properly and righteously. 9-11 was only preventable to the extent that the atackers had a change of heart, or the attackees (us) had the necessary preventative measures in place. Neither occurred. That is not God's "fault", it's "ours".
