Doubtful. When Barr's district was redrawn, 70% of his old constitutents were in one district, and only 17% in the district that he chose to run in. His opponent, Linder, was also an incumbent who "got redrawn", and he had about 40% of his old constituents in that district. Simply by voting for "their guy", the Republicans in the newly-drawn 7th were heavily skewed towards Linder... hence Barr's defeat.
The Dems didn't need to "cross-over"... as if the same idiots who can't figure out a butterfly ballot could be accused of such a grand conspiracy as we pulled off against Cynthia McKinney. 5,000 GOP votes and 113,000 Dem votes in her district. While the 4th District IS heavily Democrat, it certainly isn't 96%!!! Now THAT'S cross-over power!
The fun part will be seeing the morons on the Left crying about the "cheating" when Georgia has OPEN Primaries, and "crossing-over" is 100% legal.

What a party pooper, you know that it is gauche in Libertarian circles to show the real factors of Barr's defeat to the pot heads.
They really think that praying to their bong god each night helped defeat Barr.

An excellent analysis. Now for the money shot. Why did Barr do something so suicidially stupid. If he had not moved his residence he would have remained in the district containing a majority of voters who had voted him into office before. Why did he move and invite career incineration?

DULUTH, GA -- The Barr-Congress campaign today congratulated Congressman John Linder on his reported decision to move into the Eleventh District (which Linder currently represents), after years as a resident of Congresswoman Cynthia McKinney's Fourth District.
"For someone who complains at every opportunity that any district including part of Gwinnett county is 'his,' John Linder sure has taken a long time deciding to actually live in the county. For years, he saw no problem with living outside of his district, but now that the voters have a real choice on the ballot, it has apparently become a pressing concern for him," said Barr spokesman Brad Alexander.
"While Mr. Linder's change of heart is sudden and his motives are questionable, we're glad to welcome him to the Seventh District nonetheless," Alexander continued.
This is not the first time Linder has made a last minute residency switch prior to an election. According to published reports, the DeKalb Congressman rented an apartment in Duluth in order to change his voting registration in 1992.
After the Seventh District was redrawn by Democrats last summer and their home carved out of the Seventh District, Bob and Jeri Barr moved into a new home near the center of the newly redrawn Seventh District. Despite Democrat efforts to draw him out of the Seventh District -- which he has represented for seven years -- Barr has voted in the Seventh District for that entire time, including a special election in Cherokee County as recently as last month.
