He didn't mention whether the $6 trillion spent on the War on Poverty since 1965 would be considered a down payment.Not to mention the the payment in BLOOD - hundreds of thousands of lives lost, on the Union as well as the Confederate side, during the War Between the States.

A fairly clear answer to your question may be obtained by looking at the Nuremburg Laws, authored by Wilhelm Stuckart. Read the parts describing who is an Aryan, Jew, half-Jew, quarter-Jew, and so on. Replace the word "Jew" with "black" and you get the desired information, as well as the mindset of these reparation advocates.
