He's the Congresscritter who's introduced a bill long before this caught fire to hold a study on reparations. It never made it out of committee, not even when the Democrats controlled Congress. He's not in a position to promise then anything even if he has Gephardt's ear. I doubt he does for I haven't seen the Rat leadership in Congress mention it.
