It's symptomatic of the welfare state culture. Everything is given to them, so they place no value on it. They did nothing to get it and somebody else will come along to clean it up after they're gone.
Some of those poor folks will go home tonight thinking they've done a great service to their race, while their handlers are already aboard the Lears sipping Dom and laughing about it.
