This kind of Rap type speech is nothing new. I saw the same thing earlier this year at Florida International University during some Black Day thing they had there. The speeches were short on actual substance but the speakers did their damnedest to make it sound like Rap type speech. The woman now blabbering reminds me of that type of speechifying.
