Accordingly, it is important that complainants provide the date the material in question was broadcast.Moreover, under statutory and judicial case law, a broadcaster's right to air indecent speech is protected between the hours of 10 p.m. and 6 a.m. Consequently, the Commission must know the time of day that the material was broadcast. The call sign of the station involved....The Commission's obscenity/indecency enforcement program is directed at individual broadcast station licensees and not an individual radio announcer, the music industry or a specific music performer. Accordingly, the Commission staff must know the call sign of the station that aired the material. It is not enough, for example, to name the radio announcer who made the on-air statement.
