The states also profit off of child support and have the incentive to collect as much as possible, right or wrong, to do so. The federal government gives states money based on their collections for the year. The more they collect, the more money they get.

Btw, the case you speak of happened in Florida and has been used for a while now to show how collection companies are making a killing on collections of CS even when they are doing nothing for the children.
