For instance, when people speak spanish or another language in your presence, say "don't you know it's rude to speak a foreign language in front of someone that doesn't understand it? It's like whispering secrets". Or something to that effect.

Or even better: In English, mention to your companion that they sound like terrorists planning another attack against America, and to keep an eye on them while you call the tip in. If they don't understand English, no problem, they'll get to deal with La migra in due time. And if they leave the area in a great hurry, you may have found some real suspects. Call in the description of the vehicle in which they've left and its license plate number, and report them as possible drunk drivers. That'll likely get a quicker response from most donut munchers than a certain spotting of terrorists with weapons and explosives.
