Al Capone's men were Americans who didn't have ties to the Mexican government and army.

And the terrorists had no ties to Afghanistan's government nor were they acting on behalf of Afghanistan. And the men in this story obviously didn't have ties to the Mexican government or army as evidenced by the Mexican government's calls for help which prompted American involvement.

In this case, I'm not sure what the Mexican authorities were doing but in general you can't trust that government at all, the citizens of Mexico certainly don't.
