California's budget standoff hit new lows Monday night when a proposed spending plan received zero votes.
The alternative plan was designed to turn the tables on dissident Republicans who have balked at the Democrats' $99 billion plan.
For weeks, Assembly Republican leaders have sought to kill $3.7 billion in proposed tax increases. They have pushed for spending cuts, not revenue enhancements, to fill gaping holes in the state's budget.

Well, they ought to. Last I heard out of the $30 billion education budget, $10 billion never leaves Sacramento...and can't be fully accounted for. A 50% budget cut for the educrats is long overdue.
