Federal domestic expenditures in Bush’s first two budgets have increased by nearly 9% per year. In fact, the attached table documents the unhappy news that Bush is spending at about three times the pace of Reagan on civilian programs

By my count, the President made 38 proposals in his speech (see chart), 31 of which call for increased spending and government intrusion in the lives of Americans. (Some other would-be proposals that could end up being massive spending increases were so vaguely worded by the President I didn’t count them, e.g., “broader home ownership, especially among minorities.”)
