A 17-year-old Canadian boy...

The youth, of Iranian descent, lives in Los Angeles, Clark said.

So he's an Iranian immirgant to Canada now living illegally in LA?

Sounds like English might not be your first language either. In any case when it says "of Iranian descent" in english, it does not mean that the person was born in Iran. It means he is a descendent of people born in Iran. He might have immigrated, but he may also have been born an raised in Canada and never been out of North America.
