I'm sure the Bush Administration did not tell anyone at any refinery what the timing is for a war in Iraq. I doubt many in the military know. However, filling the Strategic Reserve is a significant gesture because it's being done at a time when oil prices are not low by historical standards.
It would be nice to be filling it up with $19 or $20 oil, but it has to be done now.
I still doubt whether we've sufficiently rebuilt our supply of bombs after Afghanistan. We'll need far more in Iraq, in all likelihood, and we were just about out a few months ago.

They may not have told them the timing however I am sure that a refinery of this magnitude would have some strategic qualities.

Aug/September too hot in Iraq unless just bombing to soften them up prior to ground campaign.
Second, Administration has to go to Congress first for authorization. This will take all of September.
Politically, I want action to commence in late October.

You are most likely correct when you say nobody has directly contacted anyone at the refineries about when the war will begin. However, I must believe that the people that runs these thing can read, and know that something is going to happen in the near future, and that something is going to require additional refinery capacity.
But then, it is just an opinion.
