I'm not clear, exactly, on who was doing the recording, and where the recorder was. Anyone know?

I would assume that 911 dispatchers have recorders going on all conversations between rescue workers and anyone talking with them.

But in the article it states the tape was found in the rubble. That's why I'm confused.
