Mr. Rumsfeld also said Iraq now has mobile biological laboratories that would be very hard to bomb. Correct me if I'm wrong, but I haven't heard this stated before, certainly not officially.
If they are revealing this now it must be for a reason.

Frankly, I take all these specific claims with a pinch of salt. People need a a narrative, a hook for a story. The bottom line is, Saddam has made enormous investments in biological weapons in the past, and there is no inspection regime on earth that could ensure that he doesn't produce them or keep stockpiles cached away. It might work for nukes, but for biologicals it's a chimera -- the equipment involved is just too easy to hide. The only solution is to remove Saddam Hussein. The problem is, he already has the weapons, so what's he gonna do when we try to take him down?

I can't place where I've heard this, but you're right, it's not entirely new. (For that matter, this is essentially the same as the mobile-launcher strategy that Saddam used in the Gulf War to protect his Scud missiles from attack.)
