G. Gorden Liddy interviewed some big-wig cop who saw the video presented to the public, was outraged and called the LA prosecutor's office to testify.

He got there, viewed the whole tape, and announced the cops did the right thing.

He said he wanted to testify for the defense but the prosecution deliberately keep him on their witness list, forgoing his ability to testify for the defense.

Well, at the end of the tape, it was a brutal beating, but, the networks didn't supply the audio, when one of the cops was screaming at Rodney to stay down. He kept trying to get to his feet in spite of riot batons to the back of his legs. Hence, on top of the Taser hits I think, the cops' fear that this guy could not feel pain (PCP, meth, crack, whatever). If he had gotten to his feet and gotten one of the cops in his grasp, they would have had to go for the head instead of his legs with the riot batons, or worse, deadly force. It's easy to second-guess procedure, unless you were there and in the cops' shoes. Rodney has been arrested at least 3 times since then from my memory (DUI, abusing his wife, abusing his daughter (i think), so he's not exactly an angel.
