Police say under department policy and state law, people who are issued restraining orders or protective orders cannot possess firearms. Now what is the difference?

The difference is that if you have reason to fear for your life (and so have a protective order - that's my guess) you can't have a firearm. Now wouldn't that apply to all people in higher office too?
