If they struck the plant while it was operational... it would be a disaster beyond measure, from both political fallout and radiation fallout. The plant will be used for the production of plutonium and tritium, no doubt. Isn't deterance good enough in this situation?

I agree. Which means if it is struck it will be before it goes on line. Does anyone know when it is scheduled to be finished? That should give a rough time line for the strike.
