Colville member sentenced to prison for child rapes

SPOKANE -- A man who sexually abused two girls on the Colville Indian Reservation has been sentenced to 6 years in prison, where he will undergo sex-offender treatment.

Joseph I. Frank, a member of the Colville Tribe, was arrested in May 2001 after one of the victims told a school teacher about the abuse. The girls were ages 5 and 7.

The rapes occurred between October 1999 and April 2001, according to court documents.

Frank was indicted on two counts of aggravated sexual abuse. He pleaded guilty in February to one count.

U.S. District Judge Fred Van Sickle ordered Frank to undergo sex offender treatment and substance abuse counseling.

Frank also was ordered to pay a $6,000 fine and complete five years of supervised release when he gets out of prison.

Frank's attorney, Assistant Federal Defender Tina Hunt, said her client suffers from fetal-alcohol syndrome and was sexually abused as a child.

Wimpy Americans want justice to be a neat and tidy, humane, compassionate, or invisible thing. They think that is civilized. It isn't. Justice is rough and harsh --- and necessarily so.
Without justice, an even worse, uncivilized situation arises: a state of injustice. Evil flourishes where justice is too timid to take control.

Every breath Charles Manson breathes, every breath Andrea Yates breathes, every breath every perverted, murdering predator convict breathes is new life to the evil spirit of injustice.

A war has been declared on innocence and children - we must fight it with fury and win. We can't win when we give power to psychiatrists and pundits who want to treat the attackers like patients and fellow citizens instead of as enemies of us all.

6 years?!?!?! 6 YEARS?!?!?! Now we know why these perverts can abuse children over and over again then eventually kill one or more. 6 years....that's not punishment it's a joke.

You think that is bad. Next door in Idaho a man ,who was arrested before and given probation was given 6 months for molesting a school age neighbor and exposing himself to another girl. He is 37 and his name is Sean Moore. He has 2 young children and answers the door with only a shirt on. He lives in Coeur d'Alene.

I am very upset over this. I want to know who is responsible. The paper said he agreed to accept a plea bargain from Kootenai County prosecutors for agreeing to sexual battery. In exchange, prosecutors will agree to recommend that Moore be eligible for probation after six months under 1st Distric Court's retained jurisdiction program. I am going to bed, but had to get this off my chest. God help us.

I agree -- this offender will hurt another child. The judge must know this.

Six years? I bet he's glad he engaged in CHILD RAPE, rather then dealing in drugs.

Any person who agrees to the punishment is responsible. All children are paying for what a few have done. I took my four-year-old granddaughter to a crowded place last week. As I was walking her to the restroom she refused to hold my hand and kept trying to break free. I explained to her that there were too many strangers around to roam free. She insisted in fighting me so I cracked her butt in front of hundreds of people. I had never done that before but it got her attention. She gave me that shocked looked and grabbed my hand. Later on, she apologized for being bad. I told her that everything I do is for her and she had to trust me until she gets older and could decide for herself. A kid shouldn't need that in her/his life but it's either that or risk having them raped or killed. I will never forget July 24th as the first time I spanked any of my grandchildren or any child. I would like to see all these perverts put to death or, at least, locked away from society so that kids can be kids again.
