Maybe I missed it, but the story I read this morning in the RMNews said there was a shift change after the first incident. The new guards didn't realize the earlier problem when they put the kid in the cell. It's not much of an excuse but that is what happened. Jefferson County will still be sued over this and lose the suit, I would think. The people of Jefferson County will pay the bill.

Assuming the guards are telling the truth. Maybe they are, maybe they're not.

I will (grudgingly) grant the second shift deputies a claim of ignorance for not knowing about the problem earlier in the day. I will not grant them or any of the department a claim of ignorance for the following offenses mentioned in the article. All of these prior offenses should have been documented on the man. Any one of them should have warranted segregation of the serial homosexual rapist.

One final point. I live in a small Mississippi town. I grew up in and work in 2 even smaller West Texas towns. What is not directly visible to officers supervising the jails is covered by camera. There should be no part of a jail not under constant electronic or human supervision. If a backwards ass place like this town can do it, any place should be able to.
