Just one example of something Bush could do:

Spell out the policy and instruct the lawyers to adhere to it. Wow, that was hard! If he has to go through the agency head, so be it. It can still be his call. The worst they could do to fight back is tie it up with some red tape that any "master strategist" of Bush's caliber could easily unravel.

And what exactly would that policy be, HalfIrish? "Don't break the law or any regulations"?

Or would you have John Ashcroft personally review every single piece of paper issued by the several thousand lawyers in government every day?

When they start paying Monday morning quarterbacks, you'll be rich.
